Tier 2 Immigration Officers

Timeline

I am waiting for an RFE that was supposedly sent out on the 13th. I called USCIS and asked them to resend, since (at the time) it was about 11 days and no notice. The USCIS site was still showing Initial Review with no change in date reflecting the RFE. However, after the call to the immigration officer, I received the notification emails and texts about the RFE. My question is, when I call, why doesnt the tier two person know what is in the notice? If they could tell me, then I could get it together before the notice comes and get it back to them sooner. Does anyone know what the deal is?
