I assume you want to bring her to live here.

I highly doubt that you are going to be able to bring her here in the space of a year. Currently the wait times for Ghana for a spousal visa are running more than 18 months because of an incredibly huge backlog. Since you are not a USC it would probably take longer (I am not too familiar with the timelines of an LPR bringing a spouse over). Even K1s are running more than a year.

Study the guides for the process to bring your wife over and file now as an LPR. Once you become a USC you can have your petition upgraded.

You can try to have her come as a tourist or student, but you may have a harder time with those.

Unlikely your wife will be granted a student visa with a husband in the US. It is obviously from your post, and by applying for a non-immigrant visa with a spouse in the US, that an F1 seems to be your way of circumventing immigration laws

To be granted an F1, your wife will have to prove that she intends to return after her studies...I am thinking this isn't the case correct?

i have been a lawfull permanent residence for 4 years now. what is the best way for me to get my wife here in a matter of a year?

There is absolutely no way for your wife to immigrate to the US in a year based on her marriage to you. She will have to find another way to immigrate to the US or get a non-immigrant visa that would allow her to stay longer than 6 months with a tourist visa. You being an LPR in the US will be counted against her as it shows a strong tie to the US that would make it hard for her to overcome the presumption of immigration in seeking a non-immigrant visa.

Realistically, this is your best choice; 1) File an I-130 for your wife now while you are an LPR which would result in an F2a case where there is currently a 3-4 years wait for a visa, 2) after 4 years and 9 months as an LPR, you can apply for US citizenship, 3) upgrade the petition after you become a US citizen and you wife will probably be in the US about 8-12 months after this step.

It will take years for your wife to get here. At the very least, it will probably take 2-3 years.

If you got your LPR status by marriage, you can expect to have your situation scrutinize for fraud.
