Hi,I am the Beneficiary from Canada but born in The Philippines and my Fiance is the Petitioner from California. I have been having problems with my birth certificate for a while now and I am trying not to freak out. Since I have lived here in the Canada for 18 years with my family I only have a close family friend/babysitter to rely on to obtain my birth certificate since she resides in the Philippines. HOWEVER, when she tried to get my birth certificate, it became Negative! The The Civil Registration Department requested a letter for endorsement at the City Civil Registrar to Mr. Ramon Matabang but we were not able to follow through. Any suggestions how I can get my birth certificate???

thats better than there is a correction. You can go to your local civil registrar and bring the copy that you get from nso,stating that its negative,then tell them that its negative.so you will be regitered late and wait until i think 2 months processing . but if you know someone inside then it will be faster hehehe.
