Hi all ..... Hope you're all doing fine

While I'm here in the US and my husband still in Dakar, Senegal if you don't know that already. My situation is that we filed our taxes jointly for 2010. My husband required a W-7 form to obtain an ITIN #. To verify, he must submit a certified copy of his passport or National Identity card that is made by the agency that issued it. I would think that to mean that the central passport office would have to issue the copy. Usually an Apostille would due but Senegal isn't part of the Hague convention so that doesn't work. Actually most people never heard of them. I had my poor husband running all over Dakar looking for one but I finally told him to give up once someone told him that he had 12 to choose from. (just kidding) :D

We've had our taxes on hold because of this ....... So where in the world dose he need to go to make these copies ..... He doesn't have a working PC right now so I'm doing all the footwork and I can't find anything. Any of you Senegal couples out there know where to direct me ...... or maybe a tax friendly advisor?

We just went through this and the IRS rejected the notary and apostle certificates for my wife's ID, Passport and birth certificate. The document specifically says this is what you need but they wouldn't take them. When I called the IRS they said it has to be the passport notarized by the US consulate. Since we had the interview coming up, I made an appointment for my wife to get her passport notarized, but first off the consulate wouldn't let her in so without a US citizen there, the notary isn't an option and secondly, the US Consulate won't notarize a foreign passport. In the case of China, it has to be notarized by the government notary office. Then certified by the Chinese Foreign Affairs office, then the consulate would notarize this. But the woman said there were no guarantees if the IRS would even accept it then. I have no idea how people have gotten the ITIN number before because we've had roadblocks every step of the way.

The upside is because we filed married and joint, even though the ITIN was rejected, as soon as we get her SSN we can file an amended return and get the balance of the refund.

Wow, all i did was take certified translated copies of his birth record, National ID, marriage certificate, and passport (not translated) into IRS office. and they verified and copied them and sent them in to support my application for ITIN. HOwever , they will not fill out the form as part of your taxes if you ask IRS to do your taxes. why ?? I don't know.

thank you both ........ it's true that clause "the issuing agency" is very confusing and no one in the IRS office can agree on what that is as well ... the only office I think that might have some authority on this is the Senegal Embassy here in the US and they could officiate the certification on my copies ... but they were a little confused about that when I called them and will call back tomorrow ..... but as for the certified translations and marriage certificates, well I have all that stuff from filing the visa applications so I will try to go into the IRS office myself ..... maybe with a fresh return ... and see what will happen
