does the petitioner have to send his birth certificate or copy of his passport or copy of naturalization certificate with the IV package ??????

i just sent the beneficiary birth certificate and copy of her passport ,,,

i am confused!!!

The petitioner doesn't have to include any of that in the IV package. The IV package is all about the beneficiary.

The IV packet is for the beneficiary (non U.S. citizen). Did you only send the birth certificate and copy of her passport? You also need your marriage certificate, divorce certificate (if there is one), police certificate, and everything needs to be translated by a certified translator....along with the required forms.

The I-864 is for the petitioner, to show all of their financial documents and proof of income.

Saylin mentioned right - the Visa application (DS-230) is about the beneficiary (Foreign Spouse) and not the petitioner (US Citizen/ Permanent Resident). And all the documents needed are pertaining to the beneficiary. so you are good and be at peace.

The I864 is all about the petitioner (US Citizen/ Permanent Resident) - his capability to support the petitioner on arraival into US (also of his and co-sponser, if his unable to support on his own).
