NVC interveiw scheduling

Once the case is complete, the answer that the NVC operator gives (seems they are reading it from written instruction) is to wait 8 weeks and that the scheduling is done 2nd week of each month.

On this board it was said numerous times that NVC actually schedules the interviews every week. But I am beginning to believe that this really depends on the available slots in the particular embassy. If the embassy does not have any slots, then there will be significant wait, really up to 8 weeks in order to get an interview. For Kiyev, for example, they say that July is not available (they've been saying that since the beginning of June) and one has to wait 8 weeks to even know anything.

I guess this is the way it is, but I am just surprised that many people seem to get interview date in a few days, even in Kiev. Maybe this is seasonal and summer is more loaded. Nurturing false expectations about quick interview date is not healthy and nothing is achieved by calling NVC every day with the same question. They are ready when they are ready.

How would one talk to NVC operator? They are reading a script. With the policy to wait 8 weeks there is not even a justification to talk to a supervisor. Would I just suggest to them to schedule an interview after they read to me "unfortunately we were unable to schedule interview and we can not predict when one would become available. Call in 8 weeks"?
