After how many month, will USCIS send you RFE, if any?

The answer to your second question is yes you can.

I actually had to go to Peru due to the death of a relative last week, my GC expired on 03/31 but with the first NOA (the one that extends your residency for a year) no one asked anything out of the ordinary, when I came back the immigration officer just took a look at it and let me go on. No problems at all.

I used my extension letter yesterday to get back into the US from Canada, I don't think the customs agent had seen one before. He read it very carefully then asked why it was addressed to J.last name, instead of Jill.last name. I don't know, I didn't write the letter!? Anyway he let me through with no issues...

I got a RFE and I can tell you that the getting RFE has nothing to do with the fact that your application is taking a long time. It has more to do more with maybe the officer that's seen something weird in your application, then you could get a RFE. the fact that they are taking a long time probably only mean that your local USCIS is full.

Sorry to hear about the RFE.

When you say "local USCIS is full", do you mean the packet gets sent to them from CSC/VSC? I am not sure I understand how the mechanics work. I thought the service center is the one who reviews the applications. So confusing...

I agree, it might have been a bulk were sent in at the same time as yours. I know I was a december filer and a lot on our thread waited 5-6 months for approval. This however was VSC which is slower than CSC by what I see.

yes I got a RFE but luckily I got approved sometime ego. like "simil110" pointed it has to do probably more with the timing of your application, and the location where it was sent. probably you sent it to VSC. the VSC is very slow. For example, I had a friend that filed like in 2007. he told me it took him like 8 month or more to have his green-card approved. he called and they told him the USCI was overload.
