it depends on your flight.. if that is the first place the flight enters the US then yes..

Is Housten a POE for someone from philippines? Does it matter where i enter as long as they have immigration customs there?

first connect into the US unless the flight is pre-cleared.

Agree with others as it is the first point where you enter the US or are pre-cleared. Just allow extra time for a connecting flight than the regular going thru customs as it MAY take awhile for the CBP people to get to the K-1 visa people. Some have said it takes 10 minutes and other have said it takes 2+ hours so I would plan accordingly. I was lucky and had a direct flight from Frankfurt to Denver--actually I planned it that way just so there were no connecting flights in the US. The K-1 visa process took very little time, but the luggage took 2 hours to get off the plane.
