My personal experience conflicts with what you've written above. I agree that a signed and scanned DS-3032, proper subject line and body are part of the optin process. I just disagree about the timing and need to wait for any mailed or emailed "kit". A standard completed, signed and scanned DS3032 with the case number can be emailed in with the OPTIN email the day a GUZ number is available. I don't make this stuff up. Seen it work more than once. So, FYI. Take it to the bank. You only need a GUZ number, not any "kit" to proceed with the OPTIN email.

Also FYI, I saw a case number assigned and kit emailed the same day, just last week. Ain't my first rodeo, not even the first this month.

Unless something has changed in the past week, you're simply wrong. Two things though. The "kit" goes out pretty fast, faster than they get around to processing emails. That's WHY there's no need to wait for anything but the GUZ number. By the time they see the email and do anything about it, they're ready to complete the OPTIN and assign the new case number. Ever see anybody's properly executed OPTIN rejected or them fail to act on it as requested? You won't either.

AOS fee bill paid online, waited for GZO conversion, and it not happen within 4 weeks.

Finally get around to calling NVC, and they claim never to have gotten the OPT IN EMAIL into their system.

Then NVC asks them to resend the OPT IN, and it still takes 2 to 3 weeks for it to get put in the casefile, IV fee bill made available at the online payment portal.

About 11 cases so far, this year.

The ones that have sent it in, as I've described, NO ISSUES.

As to your bank, sorry, you're wrong on this one.

I guess we'll see what happens with this one. I don't "step off" by request. You know that's not how VJ works. I have a different experience and my experience is as valid as yours or anybody else's. Optins can fail for any number of reasons. Usually it's more an issue of content and execution than timing, IMO. Unless you're sure of the content and execution, you can't be sure of the cause. When the only tool you have is a hammer, everything looks like a nail. When all you know is the timing, everything looks like a timing problem. Yes, the DS3032 must be accepted and logged before the IV fee bill will be generated, so the DS3032 is critical.

There's something missing in your analysis of the logistics. Think about it a minute. You know how long it takes for any email to be actually acted upon. You also know how short a time it takes between assigning a case number and sending the initial DS3032 package and AOS fee bill. Given those two facts and a simple subtraction, you know they don't get around to a human dealing with the optin email sent the day the case number is assigned until AFTER the "kit" goes out. We agree on the order of how things are processed at NVC, just not on the need to wait to send the optin email.

I can't speak for why you've seen the problems you've seen. I can only speak with confidence about the ones I haven't seen. I suspect you're seeing the results of content and execution issues without seeing the actual content of the optin attempts. Again, if all you know about is the timing, everything looks like a timing problem.

yer waiting for the AOS fee bill to hit your email inbox. Once it's there, it's safe to send in the OPT IN email.

If you not receive the AOS fee bill by Thursday, call NVC again, ask for it.

Not missing the on switch at all. What you're missing is that the switch gets flipped before the email gets dealt with by a human, so no need to delay. If the email gets dealt with on day 10 and the switch is flipped on day 2 or 3, nothing got missed. I think the problems you're seeing have to do with content and execution, not timing. Unless you're completely certain of the content and execution, you might give me a little credit for some actual knowledge here. I assure you, I have it.
