Department of State confusion

So yesterday we asked my fiance's mum in the US to call the Dept of State and see if our case has been received and logged by London yet. (he is visiting me in London for a couple weeks).

The guy on the phone told her that it was received by London 'recently' and that they dept. of state had no way of knowing if a case is 'logged' or not, and that all embassies work differently. Hmm.

Unsatisfied with this answer, my fiance and I decided to call the dept. of state directly from the UK in hopes of a more clear answer. After 20 minutes on hold a woman told us that our case was still at NVC. We were confused, since we already got mail from the NVC saying they sent off our packet ages ago.

We called again today, and the dept. of state finally had someone who knew what he was doing on the line. He told us that London has had the case for a while and sent our packet 3 today, June 8th.

While I am glad to finally have the peace of mind that our case is in London and that I can send off my forms, I dont understand why we got so many conflicting answers from the DoS. Especially that first guy who said that their computers don't know anything. Argh!

Anyway, if anyone else has had this kind of experience with calling them, please share. All along I thought that once the DoS gets involved, they have all the info, and was very confused with their lack of knowledge.
