DCF and permanent residence in USA

Looking at the requirements for DCF from Taiwan, I can see that one of the requirements is that you cannot have a permanent residence in the USA in order to qualify. This is confusing. If I use my parent's address for mail (e.g. bank accounts, credit cards) or a forwarding service in the USA, will the embassy (or AIT in Taiwan) consider this a permanent residence and disallow a DCF?

What they mean is that the US citizen must be a legal resident of the other country, in this case Taiwan. You can have ties to the USA. So it is really more about proving your resident in Taiwan than not resident in the USA.

- In your last US tax filing, what address did you put?

- Do you have a visa for Taiwan?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

I haven't moved yet. I would be sponsored by my company for a legal work visa in Taiwan and I would file US taxes as an expat putting my address in Taiwan as place of residence. I'm not sure how long I will be there, so it helps to do some planning now is case I have to move back to the US.
