Question about Form DS-2001

Hi all,

I am trying to complete Form DS-2001 with my girl. When she is about to sign the form, there is a line stated "applicant's signature, if minor, someone responsible for the minor should sign". In Brazil, I think the legal marriage age is 21, without parents' approval. However, my girl is not yet 21 but over 18. So, at what age is considered as minor? 18 or 21?

According to Law 10,406 (January 10th, 2002), we're fully capable of performing any legal act at 18 (including getting married).

Art. 5o A menoridade cessa aos dezoito anos completos, quando a pessoa fica habilitada à prática de todos os atos da vida civil.

Also, I should add parental consent is only required if the person is above 16 but is not 18 yet.
