i was wondering can my wife ( in egypt ) Email the DS-230 after filling and signng it just like the DS-3032 ? or they do bot accpet that to be emailed ???

No, your wife is not allowed to email the DS-230. Only a few select countries are eligible for electronic processing, Egypt not being one of them.

i saw that table but they accpeted the DS-3032 when my wife emailed it ? so im not sure if that table is updated or not ? i think i will call them but thx for ur help really appreciate it

Anyone from any country can email the DS-3032. But that's it. For the AOS and IV packages, to email them you have to be from an eligible country. That table is up to date. But if you'd like to verify with an NVC operator, go for it.
