Settle down, you're getting carried away. I would imagine all this has to do with problems they had with performers in the past. I think all they want to do here is make it so that tourist can enjoy these places and not be bombarded by street performers.

If there's a law against it, stupid or not, its still a law. It needs to be detailed here to justify the police action as legal within the bounds of probable cause to arrest.
