hi, does the sponsor here in the u.s. that is writing the invitation letter address it to the friend they want to invite or to the embassy? ive seen different ones on the net and im not sure. thanks!

Tourist visas don't need sponsorship. You can send an invitation letter to the person if you'd like. Ultimately the person applying for the visa must show strong ties to home to obtain the visa.

Tourist visa needs sponsorship if someone(host) will finance the trip. I applied for a tourist visa before but was not lucky to be issued a visa because I was not able to provide strong ties to my country. My now fiance' is the host when I applied for it and he sent an invitation letter to me/addressed it to me to bring in the interview as additional proof.

again the question is......... the person sponsoring the the visitor needs to write an invitation letter, does it get addressed to the visitor, or the u.s. embassy? thank you

I would address it to the embassy/ in general ("to whom it may concern..."), but send it to the visitor to hand over at the interview. Keep in mind any invitation letter has very little weight, the ties to the home country are the important thing. So if you do write a letter, if you can mention the ties to home and why you are sure the person will return, that is a good idea.
