when will this wait end...ist wait for petition approval...then wait for case completion..then wait for pd to become current...then wait for interview..theb wait for AP/AR to end....why cant we have AP/AR now

July 2011 VB is 22Mar08. In family preference category includes china mainland, india, phils, and mexico. So if the current PD is 22Mar08, how come there are interview schedules from F2A category this july 2011 in Mumbai, India? Kindly explain this to me, im getting confused. I need some enlightenment.
