What do I mail & what do I bring to interview? (Sydney)

After all of this is over with, I hope I never have to look at another form ever again.

Anyway, I was reading up on the instructions for "Packet 3" & I just have a quick question. I probably seem like an idiot for asking this, but oh well. It's not like I've done this before...

Number 3 in the instructions say "When you have obtained all of the documents required for your case, complete and mail all of your documents (do not fax or scan) with DSL-1076"

So, I mail all of my documents/forms along with DSL-1076, right?

But, number 4 says "When you have gathered all documentation, complete and mail the DSL-1076 form to the U.S. Consulate General, Sydney."

I mail DSL-1076 again? Huh?

So, what am I supposed to bring to the interview?
