From Mexico to USA .. on a tourist permit?

Posting to Help a friend at work. His friend lives Mexico and she have traveled to Tuscon, Arizona several times but he said she used some kind of permit. He lives in Tennessee, USA and she'd like to visit him but says the document she has will not allow her to go beyond Tuscon which seems very different. Is there any one from Mexico/other who have had experience with this?

I told him she would require a tourist visa to visit since he's unsure of the type of visa/permit she currently hold that would even allow her to cross the border.
