Question for you guys, I will be a citizen in a few years and was curious. When I file for my mother with the I130.

How would she bring along her spouse that is not my father but step-father (did not legally adopt me)

it depends on what age you were when they married. If you were under 18 when they married, then you can file a separate i130 for your stepfather.

If not, then she will have to come to the US and file for him. she has to know that they probably will be separated for several years, depending on how the visa bulletin moves.

of course she can go visit him, but not stay.

that's correct, parents aren't derivatives, so they don't go together on the same petition.

They are to be filed separatly.
