BTW - if anyone can think of any possible justification for a "non-transferrable" license, I'd be happy to hear it.

Homeland Security. Don't ask me. That was the pitch that worked for Tennessee...

That's bull. How exactly would forcing someone to retake their driving test if they moved to another state help the security of the homeland?

When getting a new license in a new state, everywhere requires that you show proof of legal presence in the country, so its not like by having a Ohio license, you could get another license more easily. All an out of state license gets you usually is the ability to not have to take your damn driving test again, but Ohio + others clearly thought even that right should be taken away.

Reasoning - quite a few driving laws/regulations seem to vary state to state therefore it makes sense to see someone understands the laws/rules of the road in the state they are driving rather than where they came from - for once Ohio may have got it right.

As someone who lives within a few miles and regularly drives in three states (OH/PA/WV) it is actually reassuring to know that a re-test is required. Reasoning - quite a few driving laws/regulations seem to vary state to state therefore it makes sense to see someone understands the laws/rules of the road in the state they are driving rather than where they came from - for once Ohio may have got it right.

In which case, make the retest a requirement for all Americans and permenant residents, not just non-resident aliens.

Can I get a driver's lisence without a ssn ? still waiting for aos approval , I have my Canadian one but just want a Americain form of ID. And if so, do i need to take a written test ? road test ? I hope not ..... lol !

Ohio does NOT require a SSN card for a DL or State ID. My wife has a state ID from ohio and she doesn't have a SSN yet.

We did have to show proof of legal presence, we used our I-485 NOA1 and got a 1 year state ID.

We're working on chaning her liscense from Ukraine to Ohio. She has to do both parts, written and driving. She did not have to get a temp permit, they are letting her use her Ukraine DL for up to one year, she took and passed her written portion last week. She's going to take her driving test in the next month or so, but she's legal to drive on her Ukraine DL until then. Interestingly enough if we would have gotten a temp packet she'd no longer be legal to drive on her Ukraine DL (according to the DMV officer.)

Ohio has some strange laws regarding state IDs, if you have one you can't have a State of OHIO DL, she'll have to trade her State ID in for her DL when she gets it, but she gets to keep her Ukraine DL. And it's legal to have a state of Ohio ID and drive on a Ukraine DL.

We've done all of this with no SSN.

Something else nice, Ohio has like 13 languages you can take the DL written test in, Russian was one of her choices. They don't have anything to study besides English and Spanish, but Washington State has their driving handbook in Russian, so we downloaded that and she studied that, passed with 38/40 questions.

I've found officers at our local DMV to actually be nice and helpful.

That doesn't sound strange at all. You can't have a State ID and a State Drivers License, as a State Drivers License also functions as a State ID. I think all states would have the same rule, after all what would be the purpose of having a State ID if one had a State drivers license?
