VSC - delayed sending approved petitions to NVC?

My petition has been approved since 4/27. NVC still has no record from USCIS. USCIS CS says it may take 90 days for NVC to recieve. NVC says should be 15 days MAX. From an unscientific view of posts, it appears VSC petitions are getting delayed being sent to NVC. Are any of you gys having the same problem?

I know VSC uses a lot of outsourced work-from-home contarctors to do petitions. Does anyone know the process for this procedure? I mean, do they hang on to petitions and take them in once a week or even once a month to the VSC for mailing?

Anyone else having delays with NVC recieves coming from VSC???
