J1 to J2 transfer

Hi Group,

My wife is currently on J1 visa and unfortunately she is in bad group, where the PI is just some jerk. I know she can transfer from one J1 to another, but she is afraid that if the person will not sign her transfer or will not give her recommendation than what. She has valid papers upto 4 years, but if she has to quit job, then whether she can take transfer to J2 as my dependent. And for this whether she need to take waiver? We are really worried about the crisis situation.
