i found a list of which states are serviced by which centers http://www.***removed***/directory/servicecenters.html if yo ulook for your state on there you will see which one it is on there

That should be changed as it is confusing. You send the whole thing to the Texas Lockbox (before you would send directly to service center). I would just put Texas Lockbox - don't need to do so much homework about where it will go eventually. Good luck.

How you address the cover letter is insignificant. It's only a nicety that may get thrown away by the contractors that open the mail. Just put United States Department of Homeland Security (only) and be done with it is what I would do.

As has been said just send it to the Texas Lockbox. They then forward it to the appropriate centre depending which State you are in - you don't have a choice on that, and they will send you an NOA1 when it is received. Good luck on your journey.
