I don't know what is passport clearance certificate and I don't have it yet .. what is it ?

Some countries may require this document, but Italy for example does not require a "passport clearance certificate". As far as a a "clearance certificate" for any countries that the foreign spouse has lived, for Italy for example, that was checked at USCIS in the I-130 processing phase with INTERPOL and FBI background check when the foreign spouse provided police certificates for any countries lived in )other than Italy in our case) for 6 months or greater.

Check the US embassy website in Nepal and email them with this specific question.

As I said, some countries apparently require it, but some do not.

Police certificates you will be required to obtain, but that is different than what people are implying here.

Applied for 130+129F in Late Mar2011. Got email from NVC on 16 Aug that case has been received and is in further processing. When I call USCIS it says that my case is still in processing and has not been approved.

Today (Aug22) got letter from NVC that they will reject my I-129F since they got 130 approval the same time. So my case has been with NVC since 16th Aug and so far I have paid AOS fees (88.00) sent I-864, Tax return for last 3 yrs and recent paystubs and employment offer.

Do I need to send anything else? please advise. Wait doesn't kill but injures the heart -:)
