You still have to send in the IV package. Once NVC receives that, it's about 2-3 weeks till case complete, if no RFEs. And the wait time for an interview depends on what country the beneficiary is located, so

You schedule your own medical and there's of course a fee for that.

As for the interview, I believe for the Philippines, it's about one month from case complete to interview, but you should look at other people's timelines from the Philippines to know for sure.
