Passport + Visa delivery time

My fiancée and her our children have had interview on April 27. Everything was fine, in fact even easier than she expected. However, as of today, she still have not received their passports. Even considering that the Consular section was closed on May 2, 3 and 9 due to Soviet holidays it looks like there was enough time to issue and deliver visas. So, my fiancée has called the courier service and asked what's going on. They answered that they already have her passport ( with visa  ) but not the passports of the kids. So the courier is waiting for the Consular section to release the passports of the children. To me, it looks strange and I've just sent an email to the consulate to ask what's going on.

I wonder if something similar happened to someone else? What was your visa delivery times?

How old are the children? Are they not in her passport? Pasha was in Alla's passport and his visa was also put in her passport. Sergey had his own and got his passport back within a few days. Alla got hers on Monday after an interview on Thursday.
