My wife a US Citizen filing I-130 I-485 for her Mother the mother understands but is not fluent so my wife helped her with form. I-485... my wife is fluent but not certified is it ok for her to fill out as the interpreter?

of course, as the petitioner she should fill out the forms. she doesn't need a translator.

has she filled out the rest of the forms? there is more than the 2 forms mentioned.

I'm assuming she entered legally with a tourist visa or some sort of visa, right?

The interpreter doesn't need any formal qualifications. They just need to be fluent in English and the applicant's native language. My wife's aunt explained all the questions, especially in part 3, to my wife and step-kids. My wife's aunt signed the interpreter's statement on their I-485's.
