I started calling 3-4 days after my NOA2, once in the morning and once in the evening. We got our case # 3 days after the NVC 'received' the package (morning call, incidentally). The first operator refused to give IIN, so I thanked her and promptly called back and the 2nd operator gave it. Just keep calling, be polite, and soon enough you'll have the case # and IIN #!

Cristina, just FYI, if you an MEP Case# you have to file electronically(Scan and email to NVC) and also through the us mail(Orginials paperwork to NVC). This put me back about two weeks for not sending electronically. It also takes about a month after you send the I-864 packet to get your interview date from NVC.
