Recently, US embassy informed us that the visa category changed from F2A to FX. Embassy message: "The current priority date for the FX (F2A cases with older priority dates) category is Jan 01, 2007". Note that this date is 6 months behind than F2A priority dates. What is this new category?

Background: The visa category should be F2A, as my mother (LPR) has applied for my siblings. The embassy approved visa on January 2011, but did not issue visa as the priority date has retrogressed.
