It's better you call NVC, they can explain you what it means. They are very gently. When I was trying to send in the DS-3032 I received a message similar: "We are unable to add agent information to the case record at this time. Please continue to notify the NVC of any change in the petitioner's or principal applicant's address."

When I tried later they got it tho.

For us it meant that the case was closed and ready to send to Casablanca. I would call them to make sure:)

is the file expired or it's transferred to somewhere else??

Sounds like a Sign in Fail which is almost always a Case closed at NVC and sounds like your moving towards an interview date!! That's what mine said and sure enough when I called NVC they confirmed that case is closed final review done and husband was in que for interview!! Congrats!!
