It should have never been opened in the first place.

One of the soldiers who helped set up the detention camp wrote a book a couple of years ago that alleged that the WH or the DOD didn't provide direction of any kind as to how the camp should be operated or what legal standards should be adopted as to the prison regime. It was determined entirely by the soldiers stationed there.
