Hello,

I won the DV2012 lottery and have a very low case number but have not filed for waiver for J1 visa requirement.

Does this disqualify me from getting the visa?

Dilemma:

Filling out the DS-230 form.. Question 40j:

An alien who is a former exchange visitor who has not fulfilled the 2 year foreign residence requirement YES/NO

If I say yes will they NOT call me for an interview?

Do NOT lie - can get you into a lot of trouble if you get slapped with misrepresentation charges (lifetime ban). If you're not done with J1 HRR, answer it truthfully - YES. You can maybe add a sheet of paper and say how many more months you have to fulfill the HRR. Depending on how high your number is, you may be done with HRR by the interview time.
