My fiancee worked in Singapore for 9 years. She is now back in Phils awaiting embassy call. a couple of months ago, I checked on getting her CoC from Singapore and they informed me that they, since 10/2010, no longer supply CoC for non citizens. There is an appeal process, but I was told it is rarely accepted. I have called the US Embassy in Manila twice. First answer was to have fiancee bring a copy of email that i recieved from Singapore authorities stating they no longer issue CoC. Second call to embassy got a totally different answer. You would think the embassy in Manila would know of this change in Singapore law and would communicate this on thier website or the ST.GOV website. But everyone I call seems to be lost about this. Has anyone had this issue? Attached is the email I recived from Singapore authorities.

I have the same issue. There have been several threads on this topic, check them out (do a search). The most recent cases that I know of in Manila DID NOT procure the COC, and went for their interview with just an email from the US embassy where someone had replied it was not necessary and/or a printout from the Singapore Police website stating the policy change. At least one of them was not even asked for it.

I also read here somewhere that it appears the COs have been advised of this change, but perhaps the persons you spoke to on the phone had not been briefed.

Dec 16, 2013: Removal of conditions on green card

Apr 28, 2015: Became a U.S. Citizen

Yeh, the first time I called the CS rep said bring the email i had recieved from SGP police. She also mentioned the COs could check her record in the SGP database from the embassy...that sounded strange. So, now that we have NOA2, I was getting worried and called the embassy again. This CS rep was totally lost...anyway I guess we will take the email, website statement etc. to the interview. Thanks for you response.

Update: I decided to email the SPF myself to see what kind of response I would get.
