Hi Guys,

Could use some help with a few questions I have about this process.

I received my GZO number from NVC letting me know that I am successfully enrolled in electronic processing. However, from the wiki page on NVC electronic processing (http://www.visajourney.com/wiki/index.php/NVC_Electronic_Processing), it seems that the correspondence was suppose to be sent back to NVCguangzhou@nvc.gov; but the email I received still said that all my documents should be sent NVCelectronic@nvc.gov. I assume that they changed the email address for correspondence now?

Second question was about the P3 GuangZhou packet, the wiki mentioned it as a supplemental thing to provide but I was wondering at what stage do I send that in to NVC? Do i send it in with DS-230?

The wiki is very confusing. The correct email is the NVCelectronic@state.gov. The wiki shows that was the email address as of Feb 2010. But you have your GZO so no worries on that. Next step is to go to the invoice payment page and see if your AOS and Visa bills are ready. Usually the AOS bill shows up first and a few days after paying this, the Visa bill shows up. You can go ahead and send the DS-3032 to your spouse and have them sign and scan it and email back to you. As soon as you pay the AOS fee then send in the DS-3032 form (with you as the designated agent so you get copied on everything).

Once you have paid both fees then you can send the I-864 with all the supporting documents and the DS-230 with all the supporting documents for that. One thing to note on all your emails for the subject line, start with the GZO case number then what you are sending i.e GZOxxxxxxxxx I-864. In the body of the email include the beneficiary name, email and DOB then your name, email and DOB. Here is a basic timeline

Log in to payment system and pay I-864

Send DS-3032 to your spouse and when you get it back, email it to NVC

Few days later check for IV bill and pay this.

When both bills are paid and receipts/cover pages available, send each of the packages to NVC (I-864 and DS-230 IV)

wait 20 business days and if you haven't received a case complete email start calling them (If you don't get email confirmations for the emails, call them within a day or two because their system isn't working again)

Once you get the case complete email, the login to the payment system shouldn't work anymore.

About 5 business days later you will get the Final Review complete email and everything gets sent to the consulate.

The consulate will email the Medical packet and interview appointment letter.

We're at the case complete stage but before the final review so I can only go by what we have been told from this poiint :P

Is it ok for me to use my TurboTax PDF as the tax return evidence for the last 3 years or do I have to have an official transcript from IRS? Also, did you send the Packet 3 information for the GZ Consulate to NVC email?

Thanks a lot for your detailed response, that clarified a lot of my questions. My wife has already sent the DS-3032 that's why we have the GZO number. Is it ok for me to use my TurboTax PDF as the tax return evidence for the last 3 years or do I have to have an official transcript from IRS? Also, did you send the Packet 3 information for the GZ Consulate to NVC email?

If that is the copy of the tax returns that you have it should be ok. you can also call to order copies of your tax transcripts which is what I sent. It is an automated system and takes about 6 or 7 days to get the transcripts. Yes all the documents for what would be package 3 go with the DS-230 email. I don't know that you need to include them, but I also sent the barcoded cover sheet and copy of the receipt pages from the payment system with each email.

Yeah, I also placed the order for the transcripts online but it told me that it would take 5-10 days before I receive it. However, my AOS fee is in process so by tomorrow I will be ready to submit my documents and I don't want to wait for the transcripts because I'm heading back to China on 5/20 so I want to try to submit all the documents for NVC before then.

Darnell, I was wondering about the Chinese/English address translation. I contacted NVC to inquire them about if the Chinese address I filled during the I-130 document is on record but the operator told me he can't see it and recommended me to send an email to NvcInquiry with the Chinese mailing address in Chinese characters. Is this necessary? I know during the P3 packet phase, I have to fill out the Chinese address on that sheet, is that enough?

GUZ IV P3 supplemental form 'captures' the current address on yer spouse, in chinese characters (not pinyin).

It's an ugly form, yes? It is unique to Guangzhou IV office, not used elsewhere in the world.

and it's required, submit it with the DS-230.

Yeah, my wife's interview date was on 7/6th, but unfortunately, she had a blue slip. She brought her resume in both English and Chinese but the Visa Officer said that it was not comprehensive enough. She was asked to submit a more detailed resume to GuangzhouIVAddInfo@state.gov, I guess she passed her interview, but need to submit more information as stated on the blue slip. Hopefully, we hear from the consulate soon and she can receive a call-in letter to just bring her passport to get a visa.
