Hopefully someone who knows more can comment, but I didn't think that burial at sea was common in Islam, let alone a requirement. Sounds like they just don't want to deal with what might happen to the body otherwise.

From what I have read Muslims are only buried at sea if the death happens on a ship.

It happens but some clerics are saying that only when he is killed at sea can he be buried at sea.
