Visa Expiration in residing country after i-130 approval

Timeline

A friend of mine filed for his fiancee in UK and during the process Her visa got expired, and her i-130 has been approved, can they change the location of interview or can the Visa still be processed at the US embassy since it was valid at the time of approval? can they redirect the interview to her home counrty? Please Respond if you know anything about this

Your post is a bit confusing; you say the visa is for a fiance, but mention the I-130, which is for a CR-1 spousal visa (ie already married), but post in the K3 visa forum. On top of that you mention an expired visa, when the I-130 is a petition, not a visa.

Am I correct in saying:

Your friend is a Nigerian in the UK on some sort of visa. She is married to a US citizen and her husband filed the I-130, which has been approved, but now her UK visa expired? If so yes, the interview location for her US spousal visa can be changed to any US embassy in a country where the friend resides legally, such as her home country.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Sorry for the confusing question, My friend is here in the US and he is in the military, he filed for his fiancee who is in the UK and her visa is already expired. The i-130 has been approved and it has been sent to NVC. just want to know if he should contact NVC to change the place of interview to be the home country.

The petitioner is in the US and the beneficiary is in the UK with an expired visa, the case has been approved and sent to NVC, should he go along with the AOS submition or request for a change in interview location before proceding to the next level?

she is still is still in the UK and i-130 has been approved.

If she is currently illegal in the UK, she won't be interviewed there (though I am not sure they actually ask for proof she is legal). So yes, a transfer is appropriate to her home country, or wherever she plans to be in a few months when the interview comes around. He can do this at the same time as submitting the docs.
