All, my fiancee does not speak english at all and I am helping her to fill out forms DS-156, DS-230, however form DS-156K must be completed by K1 applicants only. What should I do? Should I help her to fill out and add my name in Question 40 stating that I filled out for her?

All, can you please elaborate here, see the instruction from embassy is stating only applicant has to complete the form DS-156K. I am also seeing question 40 in the DS-156K form stating, if someone else filled the form, he or she has to include his or her name there. These two documents are contradicting each other. I told my fiancee to do it herself and i will translate each question for her over the phone, so that way technically she has filled DS-156K. I am thinking the embassy instruction sheet has more weight than the document itself. I am concerned that when she hand over DS-156K with my name in question 40, they might reject her visa since it was clearly stated in the instruction sheet that applicant has to file the DS-156K. What you all think about that?

No elaboration needed. You can help all you want or do it entirely for her, then say so. When they say "complete" they mean "sign". They mean the foreigner is applying for a visa, so only the foreigner needs a completed and signed DS-156K.
