F1 case complete and waiting for visa # availability

I'm getting very anxious. The NVC should be opening up for business shortly. It's almost 9am eastern time. So, we're well within our rights to expect something today. Can we all sing a song together for good luck? Yes, let's sing!

I don't know why but I'm not feeling optimistic this month. I hope to be proven wrong of course.

So the government already shut down, ILs probably will be delayed longer, i've been waiting like forever and when it's only 2 more days till my priority date, this happens sad.png

Consular operations will continue if the government shuts down, which means that people would be able to get visas and passports. However, there is an exception is for passport offices that are located in buildings that are otherwise shutdown, so some people may see delays in their applications. Travel plans for State Department personnel will mostly be put on hold, as will all new employment offers. The State Department has not released exact numbers of furloughs, but in previous shutdowns, furloughs were felt more heavily at the department's headquarters in Washington than at posts overseas. The State Department contingency plan did not list the total or furloughed number of employees at the department.

The hard truth is that it's the 1st of October and there has not been one IL sent out, the conclusion is that we have no movement this coming bulletin. It's a hard relativity, but I think NVC was holding out until the outcome of the shut-down. I don't believe we are getting ILs' this moment, nor do I believe we are moving next month.

I'm taking a little comfort in the fact that: 1) the other categories also haven't received any letters (especially the F2A folks who should definitely be receiving letters), and 2) the bulletin website changed to November 2013 (coming soon).

I read that applications for green card will continue since it's a service that was paid for by fees.

Timeline

1. USCIS: USCIS is funded primarily by fees from various applications. So staffing would not be generally affected by US government shutdown. However it depends on various other government agencies to perform its duties. Hence USCIS could experience a slowdown when the shutdown occurs. This could mean that processing time could increase.

2. NVC: NVC is under contract and hence its staff is also generally funded. Similar to USCIS, NVC is not likely to be directly affected, but slow down could occur since it also relies on other government agencies.

3. Department of State: The monthly visa bulletin and demand data is published by Department of State based on data from USCIS and consular post around the world. We are not clear how Charles Oppenheim's office would be affected. There may be a small possibility of delay in November 2013 Visa Bulletin (since it has to depend on many other agencies which may have reduced staffing).

In US Embassy/Consulate around the world, it is likely that no new visas may be issued and existing appointments may be cancelled. Please let your friends and family outside US know about this. You can also share this blog post on your favorite social media website.

From vn0207's CNN link we can see that everything will remain open except for some exceptions. The text above is next to this: "Open/Mostly open - Department of State". Also, I couldn't see any reference to USCIS or NVC in that CNN list.
