Today, the city's black population is 644,287, according to the latest census, and for the first time it clearly outnumbers all other racial or ethnic groups.

Nina:Oh, you didnt get it? I am surprised because not many people applied for that scholarship and they awarded it to anyone who applied. You did send your application to the correct department office, right?

I'm not sure what these cities are going to do for revenue but it's going to take more than a new Lottery to keep the lights turned on.
