Hi,

I'm a permanent resident and I'm filing an I-130 for my unmarried son over 21.

On the I-130 form, it asks that if the relative is not currently in the US and is not eligible for adjustment of status, that you have to designate a American consulate/embassy to apply for a visa.

Which country which I designate? Taipei, Taiwan or Manila, Philippines? Is one faster than the other? (My son was born in Taiwan.)

Look at the processing times on USCIS website for I-130 for unmarried son daughter over 21, USCIS shows them looking at cases filed Jan 2003.

Is now a US Citizen immigration completed Jan 12, 2012.

The only problem is that he lives in Saipan, a US Commonwealth in the Pacific Ocean located right next to Guam. There is no embassy/consulate there that I know of.

It's semi-independent (Saipan pays US it's taxes but also is technically independent. If you're born in Saipan, you get automatic US citizenship.).

Please help.

Yes, Tokyo. (Unless, because your son was born in Taiwan, he can also use the Taipei office of the American Institute in Taiwan regardless of his country of residence.)

Yes. But the only way to 'shop' for a consulate is to change country of residence.
