I must share my experience on this question. My hubby now stays in Bangalore. My husband's passport is issued from RPO, Bhubaneswar. He went to RPO,BBSR and tried to apply PCC. But they told as my hubby stays in Bangalore, hence he should apply the PCC in RPO, Bangalore. And Finally my hubby applied PCC in Bangalore. Now a days PCC is applied in Passport Seva Kendra(Only for Bangalore and Chandigarh). It is already 2 weeks now and the police verification has not yet completed.

If your present address is same as in your passport then you can apply PCC from the RPO where your passport issued and if n ot then you may have to apply PCC in RPO of the current state where you live now.

Yes definitely you need both PCC(Local PCC and Passport PCC). My earlier post only clarifies regarding Passport PCC, nothing is mentioned about Local PCC.

Please note that Passport PCC can be applied only in Regional Passport Office.

You must submit Local PCC from all the places where you have lived more than 6 months after the age of 16. Local PCC can only be applied in Commisssioner's office/District Head quater(Superintendent of Police)

Hope this clarifies your question.
