Mother Mandatory at Interview in Manila?

Hi all,

I was told that my fiance neede to bring her mother by a woman on the phone who admitted she was not sure... I could hear her asking the other people near her until she decided to inform me that it was mandatory, but she did not sound certain.

When I called back about a different issue, a different woman said no, her mother does not have to come.

She is 20 years old.

Will a signed letter due? A notarized letter?

Does anyone have any recent experience with this?

Timeline

I was told under 22 a letter from both parents or 1 if she just lives with one was needed. Basically saying she gives permission for her daughter to marry your name. Then she signs it. I had to have one for a 20 year old's petition I filed back in 2006.
