I am trying to help my parents apply for US Citizenship, I was wondering if anyone here can help me with the following questions:

Is there a fee waiver and does not anyone know what the requirements are to waive the fee? I couldn't find anything on the USCIS Website.

Is it possible for my dad to get waive from the examination or testing he suffered a stroke ten years ago. He can speak and also walk still.
