My husband sent his originals etc to us prior to getting noa2...coincidentally they both showed up the same time...so I was able to get the documents organized and the two packets copied twice for back ups and overnight them (in different packages) at the same time...NVC received them yesterday. If all the info is in place go ahead and send...the police cert might be the only thing they will need to redo if it lapses in expiration ...

mail it now...i did the same thing and when the packet 3 arrived all he has to do is fill in the proper document for the application. Make sure that The intent to marry is dated for the month she will be receiving her packet 3. Our packet three arrives exactly three weeks. Sometimes maybe less. So you can send it to her earlier if you like......she will be the one applying for her visa in her side....so paperwork need to be sent earlier until packet three arrives...

I would definitely send it right away since it doesn't usually take long at NVC. For us the part that took a (relatively) long time was waiting for the embassy to send out packet 3. I would suggest emailing them about 1 week or so after they have received your paperwork. Just be sure to include your NVC case number and both of your birth dates. Their email address is papcons@state.gov.

The physical usually takes 5-10 days so you have time before your fiance will be ready to send it out anyway. Do it now. BTW: I didn't send the NOA1 or NOA2 and it was fine. I think they know that by the time they send you a packet 3.5 NOA1 and NOA2 are legit. I didn't send birth certificate, but did send a full copy of the passport with visa stamps.

I also wrote a second letter that re-affirmed my intention to marry, signed and notarized. This is important! There are a lot of call backs to do the dual interview in Haiti. Also send original airline flight stubs.. mine were examined closely.
