AOS documents required_tax transcripts? Help!

Timeline

I lived abroad consistently from the year 2000 to 2010 and do not have tax transcripts for any of those years before 2010. I returned to the US in August 2010, so my gross income is low as I only worked half a year. I started working immediately, but then in November I got a very good and secure job (with a salary way above the minimum) working for the US Government. It's a job which requires security clearance. My question is how heavily does NVC weigh the tax transcripts when making a decision about ability to support a spouse?

Timeline

The US taxes on worldwide income. If you were required to file a tax return in any of the last 3 years (08, 09, 2010) then you will need to get that taken care of. You may not owe tax, but could be required to file. (see the irs.gov website to learn the requirements )

If you were not required to file a tax return, then you would submit a statement explaining why. For example, if your income was below the requirement for filing then you would submit a signed statement that you did not file for year xxxx because your income did not meet the requirement.
