SO? HOW IS IT?? WHAT IS THE 1ST STEP TO DO??

You can't do electronic processing. The Philippines is not an eligible country.

Sorry, is NO EP for that principal applicant. NVC said so - you should heed them.

I hope you get it. Electronic processing is not for you and wait for PD. We are actually confused with you because you didn't exactly mentioned at what stage your spouse (?) application and processing are now in. While awaiting the PD start gathering supporting documents. Your first step maybe is to download forms I-864 and DS 230. These will guide you through the process. It is impossible really to help you step by step. This is as far as I can help. Good luck.
