Just got my 13a spousal visa approved for the Philippines, it was a slightly stressful process but considering that I can live in the Philippines with my wife and complete the immigration steps in 30 days vs USCIS which has taken almost 2 years and done nothing.

I am so grateful to the Philippines!

10-02-2009 I-797C for Biometrics Appt
10-26-2009 Biometrics Appt. Completed
05-11-2010 Request for Evidence on both the I129F and I130
07-01-2010 Case Transferred to Vermont Service Center
10-20-2011 Contacted Ombudsman
02-07-2012 Case denied after almost 3 years =(
03-07-2012 Appeal Filed!
01-20-2013 Contacted Ombudsman again...

06-25-2013 EOIR Appeal Review

Can you give details of the 13a process? I plan to do it one day...

I followed this guys blog for the steps, its fairly up to date, the fee prices had changed though

It was p5,600 for 4 hour service when receiving the 13a stamp, or p 5,100 for 10 hour service. After that you get the ACR card which is about another 2,500 , With all the fees total I probably spent around $300 total including my initial visa extension. But that vs paying $60 a month for visa extensions , at least i will save money in the long run.
