friend just registered for the site and can't post

Hi....

One of my friends signed up for the site and he told me that he tried to add a topic, but the button appears disabled. He can't add topics or reply to questions. I joined the site a while back and don't remember having that problem. I tried to look for info about posting, but came up empty.

For those newly registered on the site---what are the rules for your first post?

2009-05-02===> Green card received in the mail, no interview done.
