I just wanted to know what "Receive Instruction Package " means, is it the approval and it means it will be sent to the embassy, I have understood everything up to this point...was just curious what that means on the visa journey timelines?

NOA2 is the approval page that tells you it is being sent to the NVC.

Im guessing instruction package is the package the embassy sends you that you have to organize and send back what they request. This is before the interview to be ready for the interview.

Your interview took 67 days from your I-129F NOA1 date.

AOS was approved in 2 months and 8 days without interview.

ROC was approved in 3 months and 2 days without interview.

I always viewed that as loosely tied to the DS-230 / IV in/out at NVC.

for a K-3 visa though - usually that's the 'packet 3' - which is sometimes sent to the Visa Applicant from the Embassy.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
