Letha: No. Most of the 5-month wait is because there is a queue in front of you of all the people who have put their petitions in before you did. You wait for what feels like forever and the end of time for them to work through the line. So having your Congresscritter call before the 5 month wait time is just plain useless. It won't get you an expedite.
